What should be done about criminal laws that population do not obey? Responses to noncompliance vary. Widespread violation of any criminal laws leads to emphatic calls for increased enforcement, while violation of other laws leads to vehement insistence that those laws should be modified to cogitate how people actually behave. The criminal law routinely operates in areas where a significant proportion of ordinary nation are likely to violate the law; in what manner we react to such behaviors has important implications for law reform.
