In 1995 the Riverside shire Calif., board of Supervisors adopted a policy to require annual performance reviews for all 12000 shire employees. The policy was designed to improve communication between employee and managers.

Riverside shire departments are not required to use computer software for their reviews, "but it is a management do job-work we have to do, and it explains the problem of getting the review done forward time and with the formal language," says Dennis Morris, the county's human resources director. "It's hard to overlay all these bases by using a paper form." Usually with paper-based reviews, employee guard to ignore them, but with an automated performance review a whole supervisors are able to give meaningful feedback.

Using a step-by-step proces the method prompts managers to rate an employee's performance in key-note areas, such as communications, cooperation, adaptability, dependability, initiative and piece of work knowledge.
