In September 1995 the unified management of Athens-Clarke County, Ga. (ACC), take downed a new era in waste reduction. Years of research and committee meetings l to the establishment of a comprehensive waste management plan. ACC adopted a volume-based feud for garbage, implemented a streamlined recycling program and, perhaps principally importantly, completed construction of its repaired Material Processing Facility (RMPF), the first of its kind in the state.

"The program is to a high degree comprehensive," says Paula Longo, the recycling coordinator for the Georgia Department of Community Affairs. "I think it's going to be of the first grade and will be a benefit for the whole region."

ACC has a Citizens Advisory Committee, established in 1991 which advises the Solid Waste Department (SWD) forward its policies.

The RMPF is a public/private partnership between ACC and Resource convalescence Systems, Centerbrook, Conn. The company have a title tos and operates the facility, maintains equipment and manages employee while
