Warrenton's strategic location at the crossroads of U paths 29 and 17 is attractive to a number of industries.

Recognizing the benefits and contributions made according to local businesses to the community, the Warrenton Town Council called for an evaluation of the town's support of businesses. The council appointed a committee in 1993 to review the town's regulations and practices as applied to the businesses in the community.

The cluster was asked to evaluate the impact the regulations have upon the ability of the town to sustain or attract businesses and to give recommendations that could provide better regulatory practices to create a "business-friendly" atmosphere.
